On Friday, March 24, 2017, the Organized Crime Task Force, a Joint Forces Operation, executed a series of search warrants in relation to a synthetic drug production investigation dubbed "Project Apollo."

With the assistance of the Toronto Police Service Drug Squad, the Integrated Gun and Gang Task Force, 43 Division Major Crime Unit, Forensic Identification Services, CBRNE, York Regional Police Drugs and Vice, and the Combined Forces Special Enforcement Unit, a total of 18 search warrants were executed throughout the City of Toronto and the Regional Municipality of York.

It is alleged that:

- three synthetic drug production sites were located at 80 Colville Road, Toronto; 107 Northolt Crescent, Markham; and 29 Plumbrook Crescent, Toronto

Xian Ming Lin, 50, of Toronto, is charged with:

1) Conspiracy to Commit Indictable Offence
2) Produce a Schedule I Substance (Ketamine)
3) Possession for the Purpose of Trafficking a Schedule I Substance (Ketamine)
4) Trafficking
5) Fail to Comply with Recognizance


Jian Sun, 33, of York, is charged with:

1) Conspiracy to Commit Indictable Offence
2) Produce a Schedule I Substance (Ketamine)
3) Possession for the Purpose of Trafficking a Schedule I Substance (Ketamine)
4) Trafficking


Xiumei Xiang, 47, of Toronto, is charged with:

1) Produce a Schedule I Substance (Ketamine)
2) Possession for the Purpose of Trafficking a Schedule I Substance (Ketamine)


Viet Do, 29, of Toronto, is charged with:

1) Conspiracy to Commit Indictable Offence
2) Produce a Schedule I Substance (Ketamine)
3) Possession for the Purpose of Trafficking a Schedule I Substance (Ketamine)


Zhiqiang Sun, 58, of York, is charged with:

1) Produce a Schedule I Substance (Ketamine)


Ho Char, 29, of York, is charged with:

1) Conspiracy to Commit Indictable Offence
2) Produce a Schedule I Substance (Ketamine)


Mei Zhen Qin, 49, of York, is charged with:

1) Produce a Schedule I Substance (Ketamine)
2) Possession for the Purpose of Trafficking a Schedule I Substance (Heroin)
3) Possession for the Purpose of Trafficking a Schedule I Substance (Cocaine)
4) Possession of a Schedule I Substance (MDMA)
5) Possession of Proceeds of Crime


Wei Gao, 49, of York, is charged with:

1) Produce a Schedule I Substance (Ketamine)
2) Possession for the Purpose of Trafficking a Schedule I Substance (Heroin)
3) Possession for the Purpose of Trafficking a Schedule I Substance (Cocaine)
4) Possession of a Schedule I Substance (MDMA)
5) Possession of Proceeds of Crime

All appeared in court at Old City Hall on Tuesday, March 28, 2017, courtroom 101.

Three people remain outstanding.

It is further alleged that the following was seized:

- 37 kilograms of ketamine
- 11 grams of heroin
- 1 kilogram of cocaine
- 200 grams of MDMA
- chemicals for ketamine production
- lab glassware and equipment
- cash

Ketamine is a Schedule I Substance under the Controlled Drugs and Substances Act. It is an anesthetic typically used in veterinary surgery. It can be used in a powder or liquid form and has addictive properties. As an anesthetic, ketamine prevents users from feeling pain, raises heart rate and blood pressure, can produce vivid dreams and a feeling that the mind is separated from the body.

Ketamine should only be used in a medical setting under the care of a health professional, and has numerous side effects and risks associated to its consumption.
