Toronto Police Officer Charged

The Toronto Police Service is informing the public of the arrest of a Service member.
It is alleged that on Monday, April 22nd, 2019, at approximately 7:00 am, while off-duty, Police Constable Lionel Sean Peters of 32 Division, attended a residence wearing his full Toronto Police uniform including his gun belt, firearm and hat. PC Peters is alleged to have threatened the complainant over a debt owed to a third party. A complaint was filed that same day with the Toronto Police Service.
On Thursday, April 25th, 2019, the Toronto Police Service located and arrested the third party for Extortion and Threatening Bodily Harm. He was identified as Prakesh Manoharan. He was subsequently released on bail.
The matter was investigated by the Service’s Professional Standards Unit and on the evening of Thursday, May 9, 2019, PC Peters was arrested. Upon the arrest, his use of force equipment, including his service pistol were found to be stored improperly.
PC Peters has been suspended from the Toronto Police Service. He is 42 years of age and has served 17 years with the Toronto Police Service.
He faces four Criminal Code charges of:
o Threaten Bodily Harm, CC 264.1(1)
o Extortion, CC 346 (1)(1A)
o Breach of Trust Public Officer, CC 122
o Careless Storage, CC s .86 (1)
PC Peters appeared in court on Friday, May 10th, 2019. He is being held pending a bail hearing scheduled for 11:00 am on Monday, May 13, 2019 at Toronto East Court. The investigation is ongoing.
