The Toronto Police Service requests the public's assistance locating an elopee.

Samuel Tesfamic Kassa, 45, was last seen on Friday, May 1, 2020, at approximately 2:30 p.m., in the Queen Street West and Ossington Avenue area.

He is described as 5’9", 150 lbs., with a thin build. He has short black hair and brown eyes. He was last seen wearing a black t-shirt, navy blazer, blue pants and black running shoes.

He is currently bound by a Form 49 "Warrant of Committal."

In 2012 he was found Not Criminally Responsible for an assault and threatening.

An elopee is a person who is subject to detention at a psychiatric facility and is absent without leave.

A Warrant of Committal is issued by the Ontario Review Board when a person is found Not Criminally Responsible in court. The Warrant of Committal "Disposition of Detention" commits the person to the custody of a provincial psychiatric hospital and subjects them to abide by certain conditions.
