Two women arrested in retail thefts investigation,
GTA and Niagara region

The Toronto Police Service would like to make the public aware of an arrest in a multiple retail theft investigation.

In October 2020, members of 22 Division – Community Response Unit began an investigation into a theft from a retail outlet in the Evans Avenue and The West Mall area.

It is alleged that:

- two women were attending multiple retail outlets throughout the GTA and selecting large quantities of clothing and household items from various retailers

- they would then leave, making no attempt to pay for the selected merchandise

- the women then took the items to two separate addresses in the Niagara Region and placed the items for sale on a social media platform

Investigators from the 22 Division Community Response Unit, along with Asset Protection Officers from retail stores, linked several occurrences from multiple retailers.

On Saturday, November 14, 2020, Criminal Code Search Warrants were executed at two addresses in the Niagara Region, Donna Decloux, 54, and Amanda Lair, 31, were arrested.


Donna Decloux, 54, of Niagara Falls, has been charged with:

1. eight counts of Theft Under $5000
2. Possession of Property Obtained by Crime Over $5000

She is scheduled to appear in court on Tuesday, January 26, 2021 at 2 p.m., at Toronto West Court, 2201 Finch Avenue West, room 202.

Amanda Lair, 31, of Pelham, has been charged with:

1. eight counts of Theft Under $5000
2. Possession of Property Obtained by Crime Over $5000

She is scheduled to appear in court on Tuesday, January 26, 2021 at 2 p.m., at Toronto West Court, 2201 Finch Avenue West, room 202.
