Kidnapping victim rescued,
Four people arrested in Kidnapping for Ransom investigation

The Toronto Police Service would like to inform the public of arrests made in a Kidnapping for Ransom investigation.

On Saturday, June 26, 2021, at approximately 10:15 p.m., officers responded to a radio call for an extortion in the Yonge Street and Glendora Avenue area.

It is alleged that:

- a 23-year-old man was walking in the area

- he became involved in a conversation with a man in a car

- he was lured inside the car where he was immediately confronted by a man with a gun

- he was pistol whipped, his hands were bound and he was threatened

- at some point, the victim was taken to his home which was then ransacked and a number of items were taken

- a quantity of money was also demanded as ransom from his friends

- police were called and officers were able to find and rescue the 23-year-old man

- officers located and arrested one suspect nearby

During the early morning hours on Wednesday, June 30, 2021, with the assistance of the Emergency Task Force and R.O.P.E squad, officers executed five criminal code search warrants in Toronto and Hamilton region, locating and taking the three outstanding suspects into custody.

Kevonne Marshall, 19, of Toronto, was arrested and charged with:

1. Kidnapping for Ransom
2. Assault with a Weapon
3. Point Firearm
4. Forcible Confinement
5. Break and Enter
6. Robbery with a Firearm
7. Aggravated Assault
8. Conspiracy to Commit an Indictable Offence
9. Uttering Threats
10. Possession of Schedule 1 Substance
11. Two counts of Extortion
12. Theft of Motor Vehicle
13. Dangerous Driving
14. Fail to Stop for Police
15. Fail to Comply with Release Order
16. Breach of Probation

He will appear in court at Old City Hall on Thursday, July 1, 2021, at 9 a.m., via video link.

Richard Smith, 36, of Hamilton, was arrested and charged with:

1. Kidnapping for Ransom
2. Assault with a Weapon
3. Point Firearm
4. Forcible Confinement
5. Break and Enter with Intent
6. Robbery with a Firearm
7. Aggravated Assault
8. Conspiracy to Commit an Indictable Offence
9. Uttering Threats
10. Possession of Schedule 1 Substance
11. Two counts of Extortion
12. Theft of Motor Vehicle

He will appear in court on a date yet to be specified.

A 17-year-old boy, of Toronto, was arrested and charged with:

1. Kidnapping for Ransom
2. Assault with a Weapon
3. Point Firearm
4. Forcible Confinement
5. Break and Enter with Intent
6. Robbery with a Firearm
7. Aggravated Assault
8. Extortion
9. Fail to Comply with Recognizance
10. Breach of Probation

He will appear in court at Old City Hall on Thursday, July 1, 2021, at 9 a.m., via video link.

A 16-year-old boy, of Toronto, was arrested and charged with:

1. Kidnapping for Ransom
2. Assault with a Weapon
3. Break and Enter with Intent
4. Conspiracy to Commit an Indictable Offence
5. Breach of Probation
6. Theft of Motor Vehicle

He appeared in court at Old City Hall on Saturday, June 27, 2021, at 9 a.m., via video link.
